The Department of the Interior and Local Government Memorandum Circular No. 2012-35 sets protocols which local chief executives must follow before, during, and after disasters. The guidelines include conducting trainings, orientations, information dissemination, and implementation of force evacuation when a disaster or emergency has been declared. The circular also push for a “coordinative and collaborative effort between the local officials (of the affected local government units), Bureau of Fire Protection units and the police units within the area.”
